A hurricane has formed in the Gulf of America. It is a Category 1 (showing potential rapid intensification) maximum sustained winds of 90 MPH and heavy rainfall. It is forecast to be a dangerous category 3 or 4 hurricane at landfall. The storm is making landfall on the southern coast of Louisiana with a cone reaching across multiple southern parishes. The hurricane will bring life threatening storm surge and flooding rain, as well as devastating winds and a few tornadoes to portions of southern Louisiana.
- Objectives

Test the efficiency and effectiveness of resource deployment strategies, including personnel, equipment, and medical supplies, to affected areas. 95% of resources must be deployed to the correct locations within 12 hours of the hurricane’s landfall in the exercise scenario. Utilize state resources, including transportation, pre-positioned emergency supplies, and personnel. Timely and accurate resource deployment is vital for minimizing the impact of hurricanes on affected communities and should be completed within 18 hours of exercise initiation.
Core Capabilities: Operational Communications, Operational Coordination, Planning, and Situational AssessmentSimulate the activation and operation of shelters to accommodate displaced populations during a hurricane event. Ensure that essential shelter sites are fully operational within 3 hours of activation, with sufficient food, water, and medical support available. The simulated sites must be set up and functional by the end of the first operational day of the exercise.
Core Capabilities: Critical Transportation, Operational Communications, Operational Coordination, Planning, Public Health, Healthcare, And Emergency Medical Services, and Situational AssessmentTest the effectiveness of evacuation procedures for coastal and high-risk areas. Evacuate 90% of residents in the identified high-risk zones within 6 hours of the order being issued in the simulation. Coordinate with local authorities and transportation providers to ensure availability. Effective evacuations reduce the risk of casualties during hurricanes and must be assessed within the first 12 hours of the exercise.
Core Capabilities: Critical Transportation, Operational Communications, Operational Coordination, Planning, Public Health, Healthcare, And Emergency Medical Services, and Situational AssessmentConduct a statewide search and rescue operation to locate and assist stranded individuals in the aftermath of a simulated hurricane. 90% of affected areas conducts search and rescue teams deployed within 6 hours of the simulated storm's landfall. Rapid search and rescue operations are critical for saving lives during natural disasters and rescue teams must complete their initial sweep by the end of the 24-hour exercise period.
Core Capabilities: Critical Transportation, Mass Search And Rescue Operations, Operational Communications, Operational Coordination, Planning, Public Health, Healthcare, And Emergency Medical Services, and Situational AssessmentTest the effectiveness of public information systems to provide timely and accurate updates to the public before, during, and after the hurricane. 100% of targeted messages should reach the public via at least three different communication channels (e.g., TV, radio, social media, SMS). Utilize media outlets, government websites, and emergency alert systems. Clear and accurate public information helps prevent confusion and panic during an emergency and all messages should be delivered and evaluated within the first 24 hours of the exercise.
Core Capabilities: Operational Communications, Operational Coordination, and Public Information And WarningTest the COMPASS system with LANG's command and control infrastructure during a simulated hurricane response to ensure seamless communication and coordination. Ensure that 100% of LANG units can receive and acknowledge critical incident data and commands via COMPASS within 10 minutes of activation. Utilize existing LANG communication channels and systems to COMPASS for the simulation. Effective command and control coordination is vital for LANG's ability to respond quickly to a hurricane. Complete system testing and validate continuous usage within the first 4 hours of the exercise.
Core Capabilities: Operational Communications and Operational CoordinationThe Louisiana State Police (LSP) will establish and begin operation of a Simulation (SIM) Cell to support hurricane response scenarios, ensuring all LSP personnel involved in the exercise are trained on SIM cell functions, including tracking and responding to simulated incidents. The cell will simulate a variety of hurricane-related incidents, including traffic control, evacuations, and rescue operations. The SIM Cell must be fully functional and operational within the first 8 hours after activation, and initial training must be completed by the end of the first shift (within the first 8 hours of exercise activation).
