KT-01301 Continuity Planning

This course assists continuity practitioners with understanding their continuity roles and responsibilities, and provides them with the knowledge, skills and tools necessary to help develop and maintain a viable continuity plan for their organization. The course materials are based on guidance found in Federal Continuity Directives (FCDs) 1 and 2 and the Continuity Guidance Circular (CGC) for developing continuity plans and programs. By the end of the course students will possess the ability to build a draft continuity plan and understand the key roles necessary for developing critical mitigation strategies and key elements of a continuity capability. The target audience for this course is all levels of government and whole community partners.

KT-01302 Continuity Program Management.

This course assists continuity program managers with understanding their roles and responsibilities and provides resources to help them develop a wholistic continuity capability for their organizations. This course is intended for continuity practitioners responsible for the oversight and management of an organizational continuity program. The course materials are based on guidance found in FCDs 1 and 2 and the CGC for developing continuity plans and programs. By the end of this course, program managers will be able to demonstrate their knowledge of key concepts and strategies for implementing a continuity program management cycle. The target audience for this course is all levels of government and whole community partners.

KT-131 Exercise Evaluation and Improvement Planning Course
KT-146.a Homeland Security Exercise Evaluation Program (HSEEP): Basic Course

The K/L0146 HSEEP is a basic-level course that provides a comprehensive overview of exercise design
along with practical skill development in accordance with the HSEEP Doctrine. The course uses activities
that will give participants an opportunity to interact with many of the templates and other materials that are
provided by the National Exercise Division to ensure exercises are conducted in a consistent manner.
Upon completion of this course, participants will gain a better understanding of what constitutes a HSEEP
consistent exercise.
The K0146 HSEEP course follows a webinar format that includes: classroom-like lecture, small-group
activities, and a pre- and post-knowledge check to determine participant’s knowledge learned during this
course. Small-group activities reinforce the concepts taught during lectures. K0146 courses are conducted
online via Adobe Connect, in 4-hour blocks over 4 consecutive days; Monday through Thursday. Of note,
all courses will be scheduled from 1:00-5:00 PM (EST).

L-0101 Foundations of Emergency Management

The Federal Emergency Management Agency (FEMA) recognizes the need to tie training programs to an established set of emergency management competencies and to a career development program through a progressive training and education system that includes the entry-level Academy, called the National Emergency Management Basic Academy. Training objectives for this course, Foundations of Emergency Management, are based on the newly established Emergency Manager competencies that the National Emergency Management Association (NEMA); the International Association of Emergency Managers (IAEM); and local, State, territorial, and tribal emergency management professionals have established in coordination with the Emergency Management Institute (EMI).

The following topics in emergency management are covered in this course: legal issues; intergovernmental and interagency context; influencing, organizing, social vulnerability issues; managing stress; collaboration, preparedness; team building; mitigation; response; prevention and protection; ethical decision-making; recovery; technology; administration; and the future.

This course in the National Emergency Management Basic Academy is designed to provide the participants with an overview of scientific principles and concepts that shape our increasingly dangerous world.

L-0103 Planning

This course in the National Emergency Management Basic Academy is designed to give basic concepts and planning steps to those new to the field of emergency management so that they may apply planning discipline and skills to challenges in their jobs. The course content includes emergency management planning doctrine and steps to take to accomplish writing plans and using them to deal with special events, which are common challenges for all jurisdictions.

The content also derives from Comprehensive Preparedness Guide 101, Developing and Maintaining State, Territorial, Tribal and Local Government Emergency Plans and its six-step planning process and inclusive Whole Community philosophy. Likewise, doctrine from Comprehensive Preparedness Guide 201, Threat and Hazard Identification and Risk Analysis, is included in the course. Special event planning is then explained in the course and table group activities to analyze plans for special events are conducted.

L-0105 Public Information Basics

To equip participants with the skills needed to be full or part-time PIOs, including oral and written communications; understanding and working with the media; and basic tools and techniques to perform effectively as a PIO, both in the proactive/ advocacy times and crisis/ emergency response.
