UL Lafayette Sporting Events Contingency Planning for Sporting Events

This course provides a foundational understanding of ensuring a safe environment for players, staff, and attendees of large gathering competitive events. This course will also include a full Tabletop Exercise on Day 2 for participants to shift rolls and mindset in practical application. Participants will receive foundational and practical knowledge in the following subjects and topics:
• Understanding and Implementing Sports & Entertainment Security
• Pre-event Procedures
• Developing & Refining Action plans
• Risk Assessment & Threat Identification
• Crowd Management & Access Control
• Post-Incident Considerations
By the end of the course, participants will have received a comprehensive all-hazard approach to plan an integrated response to address various security concerns for sporting events and large spectator gatherings.

UL Lafayette- TH&RA Threat Hazard Identification and Risk Assessment

This course introduces the process of identifying threats and hazards that stress a community’s capabilities, giving context to those threats and hazards and identifying associated impacts consistent with specific factors, identifying community-specific capability targets, assessing current levels of capability in comparison to those targets, identifying capability gaps and subsequent strategies to close those gaps using the POETE (Planning, Organization, Equipment, Training, and Exercises) areas, and incorporating this information into general planning.

Completion of the course will assist local emergency management efforts and stakeholders in generating actionable preparedness data that communities can use to support a variety of emergency management efforts, including planning, training, exercises, and incident response and recovery.

UL Lafayette - TTX, AAR,IP Practical Exercises, Tabletop Exercises (TTX), After Action Reviews (AAR) & Improvement Plans (IP)

This course offers hands-on training in key techniques for evaluating and improving performance in dynamic operational environments. Participants will engage in Practical Exercises to simulate real-world scenarios, develop problem-solving skills, and apply theoretical knowledge in practical settings. Tabletop Exercises (TTX) will guide teams through scenario-based discussions, helping them build critical thinking and decision-making capabilities in a controlled, collaborative setting.

Through After Action Reviews (AAR), participants will analyze their performance, identify strengths and areas for improvement, and learn how to apply constructive feedback effectively. Finally, the course will cover Improvement Plans (IP), equipping participants with the tools and strategies to implement lasting change based on insights gained from exercises and reviews.

By the end of the course, participants will have a well-rounded skill set in assessing performance, enhancing team coordination, and driving continuous improvement in both tactical and strategic contexts.

UL Lafayette - UCI Understanding Critical Infrastructure

This course provides a comprehensive understanding to parish, local and private partners in the duties and responsibility of GOHSEP’s Critical Infrastructure team. Participants will discuss Residual Risk scores for Metropolitan Statistical Areas (MSA) and Urban Area Security Initiatives (UASI) and learn the nomination process for the National Infrastructure Protection Plan (NCIPP) and potential funding streams.  Topics will also include local/state Special Event Assessment Rating (SEAR) Events with its respective data call with discussion of what it means to have a SEAR level 1 and 2 event. By the end of the course, participants will have received a comprehensive understanding for critical infrastructure criteria, data sources, eligibility, phases of nomination and justification, as well as events.  

UL Lafayette Unmanned Understanding Intelligence and Unmanned Aircraft Systems

Day 1 – Fusion Liaison Officer: 12:00 noon – 4:00 pm

The LA-SAFE Fusion Liaison Officer (FLO) Program was established to strengthen information sharing and enhance multi-jurisdictional partnerships across Louisiana. The program brings together representatives from law enforcement, fire services, emergency medical services, emergency management, and critical infrastructure/key resources to serve as vital links between their agencies and the Louisiana State Analytical & Fusion Exchange (LA-SAFE). Topics will include:

Intelligence Cycle & Fusion Center Concepts
Recognizing and Reporting Suspicious Activity
Mobilization Indicators
By the end of the session, attendees will understand the importance of fostering trusted relationships and facilitating a two-way flow of information, and be able to apply protective intelligence strategies to prevent, protect against, respond to, and recover from threats and hazards.

Day 2 – Unmanned Aircraft Systems: 8:00 am – 12 noon

This course provides a comprehensive introduction to the use of Unmanned Aircraft Systems (UAS) in public safety, critical infrastructure protection, and emergency management, paired with practical instruction in information sharing to support intelligence development. Course will describe some of relevant tactics, techniques, and procedures associated with sUAS and CUAS deployments in Louisiana. Topics will include:

• Federal and state laws, regulations, & policies governing UAS usage
• Tactics, techniques, and procedures associated with sUAS & CUAS deployments
• Available mitigation strategies for unauthorized or malicious UAS activity in Louisiana

By the end of the session, participants will have a foundational understanding of the current laws, initiatives, and considerations for CUAS operations in parity with progressive legislation and anticipated task force formation.

UL Lafayette Weather Weather Forecast Interpretation for Emergency Managers

This course provides a practical and comprehensive exploration of the science behind weather forecasting. Designed for individuals who rely on accurate weather information for planning and decision-making, the course equips participants with the skills to interpret forecasts, understand hazard-specific implications, and communicate critical weather details effectively. Through real-world case studies and hands-on exercises, participants will enhance their ability to translate forecast data into informed action.
