Course Description
When disaster strikes it can be a challenge to effectively mobilize, organize, and deploy resources needed to perform search and rescue operations. The purpose of this course is to prepare participants to support a large search and rescue incident in a variety of roles ranging from searchers in the field, planning and support staff, and incident command. While built around the model of a large search and rescue event following a disaster, the course content applies to a vast number of critical situations including missing persons searches, natural disasters, terrorist incidents, and other scenarios.

This course exposes participants to a search management system focused on resource management and search documentation designed to conduct search operations efficiently and effectively. The instructor cadre will lead participants through facilitated discussions, table-top exercises, and hands-on activities in practical search skills and search management based on real world scenarios. The three-day long event concludes with a table-top exercise which requires participants to utilize the skills gained during the course to work through an incident from start to finish in a single operational period.

The instructor cadre are experienced search and rescue team members from the Federal Urban Search and Rescue System (FEMA US&R), State, municipal, and Volunteer teams. They bring a wealth of experience gained responding to some of nation’s largest and most challenging operations.

TEPP Transportation Emergency Preparedness Program MERRTT Class

The Modular Emergency Response Radiological Transportation Training (MERRTT) program is designed to take the complex topic of a radiological accident response and break it down into easily understood modules and hands-on practical exercises.

Students will be presented with the training to simplify the topic while developing a comprehensive understanding of radioactive material, radiological survey instruments, decontamination techniques for handling radiologically contaminated victims, and resources available to responders during a response.

An important element of the training is detailed information on the types of packages used to transport radioactive material.

TEPP - TTT Transportation Emergency Preparedness Program MERRTT Train-the-Trainer

The MERRTT Train-the-Trainer is delivered in approximately 16 classroom hours. In addition to covering all of the material in the Full 2-Day MERRTT, the Train-the-Trainer will review the MERRTT Instructor Manual which covers the administrative aspects of delivering the MERRTT program.

The TERO raises awareness about the risk factors, triggers and stressors, and warning behaviors that could impact a person's decision to commit an act of targeted violence.

TTT-GOHSEP GOHSEP Instructor TTT

The GOHSEP Instructor Train-the-Trainer (TTT) is a required orientation session for all instructors delivering courses on behalf of the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP). This one-hour session provides instructors with a clear understanding of GOHSEP’s instructional expectations, policies, and professional standards.

The course covers requirements for delivering Incident Command System (ICS) courses and Basic Academy classes, ensuring consistency and quality in instruction across the state. This course provides a comprehensive understanding of emergency notification systems, covering multiple platforms such as Wireless Emergency Alerts (WEA), mass notification systems, social media benefits and traditional media. Participants will learn how to integrate these platforms effectively to ensure timely and accurate public communication during emergencies.

UL Lafayette - GRANTS HMA, EMPG, & SHSP Grants: Developing a Quality Application & Navigating the Process

Day 1 - HMA Developing a Quality Application

This 4-hour training will be facilitated by GOHSEP Hazard Mitigation section providing step-by-step instruction on navigating FEMA’s Hazard Mitigation Assistance (HMA) grant programs, including HMGP and FMA. Designed for local officials, emergency managers, grant administrators, and planners. This course covers everything from hazard mitigation fundamentals and eligible activities to application development, benefit-cost analysis, and post-award compliance. Participants will engage in activities with real-world examples, and learn best practices in the areas of:

· Project Planning

· Budgeting

· Scope of Work Development

· Reporting

FEMA HMA programs eligibility and match requirements.
Utilize GOHSEP Grants for application submission and management.
Recognize common application and post-award compliance issues.

Day 2 - EMPG & SHSP Navigating the Process

Preparedness grants support our citizens and first responders within the State of Louisiana to build, sustain and improve our capability to prepare for, protect against, respond to, recover from and mitigate terrorism and other high-consequence disasters and emergencies. This 4-hour training course will be facilitated by the GOHSEP Preparedness Grants section offering participants the opportunity to receive hands-on training within the GOHSEP Grants database from accepting the preparedness grants award to processing reimbursement. Participants will also receive foundational knowledge in the areas of:

· Preparedness Grants Funding

· Quarterly Report Compliance

· Common Preparedness Grant Issues

· Preparedness Grant Deadlines

By the end of the course, participants will have a well-rounded understanding of the Preparedness grants process

in order to more efficiently navigate the GOHSEP grants database system.

UL Lafayette - LCSS LCSS Grants and Physical Security Assessments

Day 1—LCSS Grants: (4 hours - Robbie Martin, Melissa Murphy, and SDMI)

Description: This class is designed to educate parish emergency managers and school officials on the funding opportunities for security enhancements or measures for schools and nonprofit organizations at risk of threats or acts of violence, terrorist attacks, or other extremist attacks. Also, there will be a review of the process of completing an application and other key components of the grant with an overview on navigating GMPro and the GMPro splash page.

Day 2—Physical Site Assessments: (4 Hours- Noel Bellas)

Description: This class demonstrates how taking a systems-based approach to school physical security assessments which can help schools create safe and secure learning environments – without requiring school staff to become security experts or compro­mising the broader educational mission.

This course offers a practical and comprehensive examination of resilient building construction and wind mitigation strategies that strengthen Louisiana communities and lead to more affordable insurance discounts. Designed for parish and municipal leaders who influence building policy, recovery programs, and community preparedness, the training is led by the Louisiana Department of Insurance in partnership with state agencies and key stakeholders, including OCD-DRU, LHC, LaHouse, IBHS, and the HBAGNO Wind Mitigation Task Force. Through interactive sessions and real-world examples, participants will gain the knowledge and tools needed to support resilient construction practices that reduce disaster losses and attract insurance investment across the state.

UL Lafayette School Safety Emergency Management Training for K-12 Campuses

Emergency Management Training for K-12 Campuses
Louisiana Governor’s Office of Homeland Security and Emergency Preparedness has partnered with the University of Louisiana at Lafayette to offer no-cost training and technical assistance to local education agencies and schools to enhance their ability to plan and prepare for any hazard that may impact Louisiana schools.

Developing/Enhancing School Emergency Operations Plans (EOP) Workshop
This workshop consists of (2) 4-hour trainings intended to close the gap between researchers and practitioners implementing research-based the best practices for school emergency management planning according to US Department of Homeland Security, FEMA, US Secret Service, and the US Department of Education. Participants will review and discuss the whole-community planning process for partners within the school system and the response community. The training will also focus on building a better school safety exercise to prepare school faculty and staff by emphasizing national best practices and current state practices for responder trainings.
